Apparently the news, originated in Panama, came from a newswire of AFP which reported that Bucaram, through his assistant Ricardo Bustamante, informed via telephone call that he was "staying with friends in Altamira (a neighbourhood in Caracas) where he was considering different options and waiting for Lucio Gutierrez's arrival in Brazil".
